The seat of His Holiness the Dalai Lama's Government-in-Exile, the towns of McLeod Ganj and Dharamsala are ambivalent places. Both Tibetan and Indian, with an army of backpackers in tow, they nestle in the shadow of the Himalaya in vain hope of better times to come.
